Multiple reasons. This is a very sensitive and extensive case involving multiple institutions and people by the fbi, who themselves refused to cooperate with the NCAA because they were not after the coaches, nor schools. It takes a lot of time to sort through all of this and it is even more time consuming since they are so many involved.
