I think you are confusing recruiting budgets with NIL?

Georgia had the biggest recruiting budget by a long shot.

But that pays for all expenses a player uses for travel, entertainment, promotional materials, everything. That money does not go to the players.

NIL does not come from the schools. It can come from their likenesses being used in games, jerseys', commercials, private appearances, autograph sessions etc from private businesses.

He admitted he didn't know what he was talking about and even said he made it up to impress some players and parents. Probst is well known to be....well, let's just say he is not the most honest person around. Take anything he has to say with a huge grain of salt.
