This is true and the public school system in this State known as the Black Belt is pitiful to the point of embarrassment. Why not target the OOS private schools with smarter and better prepared HS student that will provide a higher quality student?

OOS parents are still getting a discount paying tuition at Alabama compared to in state tuition in a state like California or an East coast state.
