No it hasn't.

The Braves were almost always a top 5 payroll during their run in the 90's

MLB payrolls in the 90's

When was the last time they cracked the top 5 in the last 10 years?

This year(but to be fair they've been right on the outside of the top-5 the last couple of years)

I said the last 10 and the weren't and they're also not on the top 5 this year.

Which proves that the Braves are a top-5 payroll team this season. And that list is compiled by Spotrac, their entire website and mission is contracts, bonuses, payrolls, and finances in general, so they aren't just making this shite up dude. They know what they're doing.
