Damn Kilo.
I work with Bowl Officials. I know many of them by name, have dinner with them, been to games with a few even. I know how the system works.
The truth of this year and the liberty bowl is this.
They wanted Arkansas, the Big 12 and the SEC office wanted Mizzou and Kansas, for some reason your AD killed it period. He can lie, obfuscate, deny till the cows come home, but he definitely did not want that game to happen this season.
I don't know why, but he didnt. We were pegged for Vegas, and when Mizzou fought the Liberty we changed course willingly for the following reasons.
The Vegas bowl happens too soon to get our ducks in order with losing our DC, and other coaches. The Portal needed to be hit hard, and we were trying to salvage our recruiting class. Pittman knew this and asked for the Liberty over the Vegas. FWIW!

Do you have any info how a school can decide not to play a certain bowl and get a different one? I didn’t think that was allowed

Bowls discussions begin between the Bowl Reps and the AD's of the schools.
They will often attend several games, wind, dine, gifts, etc to get the courtesy attention of the schools they desire to attend.
Once the season comes around, conversations are had at a more serious level. IE: ticket allotments, tix for coaches, families, etc.
Then in conjunction with the league office, decisions are made. The office can overrule any other decisions, but often try not too. For Arkansas this season it was Vegas, Memphis, or Texas.
Sam thought that the Vegas bowl being one of the first of the season would hurt recruiting, portal work, and being able to practice for the game. I heard he also felt that more fans would participate in the Liberty than Texas because of travel expenses, etc. If we had won a couple more games, and had better fan support towards the end of the season, we probably wind up in the Texas bowl.
However, all of those bowls are viewed on equal footing at this present time (Bowls of 6) the lower level is Birmingham, and I think Shreveport... if it hasn't been changed.
