Act 746 makes two significant changes to gun laws in Arkansas. The first is perhaps the most significant. Under Arkansas law, Arkansans are allowed to carry a firearm unobstructed, without a license, while on a “journey.” Some gun advocates have long said that because of this law, open, unlicensed carry has always been legal in Arkansas. I know folks who have carried a firearm — concealed — without a license under this statute.

However, Act 746 puts that argument to rest by defining, for the first time, what a journey actually is. Under this act, the scope of a journey is defined as extending “beyond the county in which the person lives.” If you travel outside of your county of residence in Arkansas, you can now legally carry a firearm without a license.

Huge difference, firearm unloaded, unobstructed yes...

Ar, where can one find a location to get in a class to get the carry permit?
I always have a pistol in my vehicle but would feel better with the permit.

They are everywhere...I see signs all the time here in Little Rock and I saw a dude the otherday with advertising on his Chevy about Tactical training, including carry permits...

...or you can just walk around with your pistol in the Roosevelt and Wolfe St. area and get plenty of hands on live training...

Not so fast on the CC/Permit. A lawyer related to me that if you are carrying in a prohibited area, and you have the CC Permit, that is a felony and you lose your rights to own guns forever(You have been trained). If you get caught as a non CC/Permit holder, the violation is a misdemeanor, and the resultant slap on the wrist means you get to keep your firearms. As a gun owner with quite a collection, its not feasible to get a permit for each and every firearm (would roughly take $2800 every 3 years). I prefer to just pack it up like I am going to the range.

So are we talking open carry or just in the vehicle type stuff? Isn't it strange that us and Texas are not open carry given our histories and general ideologies?

Either. If you are going outside of your county you can legally carry open or concealed. Obviously there are some limitations as for the area's allowed just like any other person. Also its a new law so I wouldn't guarantee that cops know about it. (It goes into effect in July, least the definition of "a journey" does.)
