Both are bank rolling off of it. The vendors determine what the market price is to be set. On top of that the majority if not all stands, excluding where they sell liquor, are all run by NPO groups raising money. The groups receive between 5-10% of the total sales in the stand. The group Levy or whoever running concessions writes it off as a donation pretax to the groups. So maybe 10% of the total staff working the event is an actual paid employee which decreases their largest overhead. The University or whoever is in charge of the venue being used could care less because they get a straight % of total sales from the vendor.

As long as people are willing to pay the prices it will not change.
