Texas high school plays under NCAA rules. Texas and Massachusetts, I believe, are the only two states that are NCAA rules in HS.

Really not sure why people are surprised. NFL players havent been regulated when it comes to jewelry for yrs. it's bound to make it's way down the ranks eventually.
