When did carrying the ball become allowed in basketball? I must be getting old.

I was impressed by the Professor when I was a young teenager... but now being much older he seems very shitty. He learned all of the streetball tricks but he’s very average at basketball. And he’s not particularly quick, athletic, etc. It’s just hard to be impressed now since I’ve seen a million better basketball players.
