According to the arrest report, Kelley was pulled over at 4 a.m. after a patrolman observed both tires on the passenger side of his vehicle go up on the curb near the corner of Wedington Drive and Steamboat Drive. Kelley's eyes were "red and watery," according to the report, and he performed two parts of the field sobriety test "in a manner consistent with intoxication."
Kelley was wearing a medical brace due to a turf toe injury on his right foot and was not asked to perform other parts of the standard field test. He did not consent to a portable breath test but provided a urine sample. Kelley was booked into the Washington County Detention Center at 8:47 a.m. and released about three hours later.
