It really has nothing to do with any agreement and everything to do with putting your most valuable asset in a highly vulnerable position.

The entrance can be easily mined and/or blocked with subs. There's also nowhere to hide - you'd always be inside the range of Russian land based air assets.

It just isn't worth the risk.
