The law doesn't force or even authorize universities to pay players. Instead, it prohibits the universities from enforcing any rule preventing an athlete from earning compensation for name, image, and likeness rights. In other words, allows players to profit off their own NIL same as any other student or person without consequences from the school. Think of it like the olympic model where IOC doesn't hardly pay olympic athletes crap, but Michael Phelps and the female gymnasts can make a bunch of money from Gatorade or Wheaties on the side. It's simply about players -- on the side and on their own time -- getting paid for their value on the market, like any other student.

In the end, the most hilarious outcome for this would be if the clock got turned back like 100-150 years and Harvard and the ivies became powers again because of all of their wealthy alums.

Eh, we've been calling him the "Cajun Hoke" ever since y'all hired him.

It will get better at some point. Culture of Louisiana means its tough to make recruiting inroads for out of state powers, so once you get a halfway competent coach you'll be good again pretty quickly. I remember we pulled a bunch of players out of there like Anthony Thomas and Ronald Bellamy but it dried up once you got better.
