People who are bussed in do not take pride in the neighborhood or community the same way as the residents.

This is basic human nature.

It's not racism or elitism. If I work hard all year to upkeep my neighborhood and build relationships with my neighbors, I'm not going to be ecstatic when outsiders who did nothing to improve my neighborhood come in once a year to reap the benefits.
