Lemme splain it.

The Shreveport Magnet system only works for the Academic Magnets. And there are only a handful:
The pure: South Highlands Elementary, Caddo Middle, Caddo Magnet.
The semi: Byrd HS
That's 10% of the students. The other schools are crap.
They keep the Magnet schools going because if they mixed them together the parents would send their kids to Loyola or move to Bossier.

The Bossier Schools have no Magnets. It's all neighborhood schools. The quality of school depends on the neighborhood. So, a high concentration of republicans (like Benton) is where the best schools are. A high concentration of democrats (like Plain Dealing) is where the worst schools are.

The biggest difference between the two parishes is the central offices and school boards. Bossier is run by republicans. Staff is very small and very efficient.
Caddo is run by democrats. The central office staff is a small city and they have no idea what they'
