It's the end of semester drunk student blowout event. I've never seen IU's version, but judging from Purdue's equivalent (a go-kart race) in the past, there could well have been spring-break level crowds of people who had been drinking since Saturday morning still out and about and being raucous, but especially being drunk.
FWIW, the atmosphere has toned down almost completely at Purdue, and maybe the same at IU - I don't know what happened there; just saying that overlap is a real possibility.
