Couple of points.
1. The street light industry started designing fixtures that limit or cut off light above the horizon more than 20 years ago.
2. Light is not the issue. Air pollution that is illuminated by light is the issue. ...

DC embraced telework at the beginning of Covid. The vast majority of the swamp works from home already. This isn’t going to have as big of an impact as it would have three years ago. It all the truckers stayed home for a few weeks, THAT would have an impact.
