He does indeed say that Hamas is despicable, but then he rails on Israel for killing Palestinians and has zero response when asked in what alternative choice does Israel have. Abbott is opposing the BDS movement. The "D" is for divest, which the movement wants applied to any entity that does business in or with Israel. McDonald's, Chevron, coca cola, etc are all targets of the BDS movement.

The money in question is almost assuredly tied up in investment funds containing bonds or equity from entities on the BDS boycott list.
