Yes I think it’s a certainty the USA has this capability. However I am equally as certain that the USA does not, at this time, have the will or necessity to execute a plan such as these.

Yes, if they were taking a dump in the cars they would have to jump the fence first. If I am not mistaken it seems like that fence is pretty low.
The guy also told me they caught people sleeping in the cars when the weather was inclement.

This is interesting, but I wonder what the results would be if federal waters began at 9 nautical miles off of the Louisiana coast as they do in Texas and Florida. Whereas they begin 3 nautical miles off of the Louisiana coast line.
