I can envision boats with levels of oars to provide the sub 80 IQ crowds with meaningful employment that fights global warming and allows them to broaden themselves by seeing the world.

They aren't strictly poverty now, they are "mixed income", so a percentage of the residents have some ability to function. They are probably also spending a lot more per unit for maintenance and maya have less than 100 % occupancy besides lower density to begin with.
Some of the blocks of housing projects worked for decades when they were segregated up to the late 60's. Entry housing for the poor who eventually moved on.

keeping innocent workers employed and the economy hobbling along due to government shenanigans seems more "worthy" than relief for dolts who agreed to loans and now desire relief from their foolish actions.

The break up of the Russian federation, could be an outstanding thing. Many of the candidates of secession would swing away from Moscow for ties with border powers/states.

I was speaking with a good friend in Moscow about an hour ago, and he also was under the impression that Putin had evacuated Moscow, he thought St. Petersburg, but the word on the street is that he is gone. Also said in his opinion this was good for Moscow as they had been largely oblivious to the war until now.
Zelenski does seem to have the greater set of balls.
