Here is some more information in an article. They say it comes directly from the arrest warrant.

I looked further into it because getting arrested for "tickling" sounded ridiculous. The "tickling" accusation is from a previous complaint filed by the parents the year before where the police didn't investigate any further.

Now, touching the genitals and anal area of a 10 year old will result in an arrest and this is apparently what we have here.

It seems the concept of Obstruction of Justice being a crime enforceable by Federal Law Enforcement, which also is not a traffic violation, is a bridge too far for some.
