Simple, this is a money grab and those people don't / can't pay fines. They instead have to serve jail time which costs money.

So they do these in areas where people can and will pay their fines to make it all go away.

I've done 5 full watches going to back to original airing. Every rewatch is a totally different experience. I was early twenties when it originally aired so as I've changed over the years each rewatch offered new perspective. I just finished the 5th watch about 2 months ago and I honestly feel like this was the best watch.
