Because when Gershwin became popular (on the hells of other modernists like Ravel and Poulenc), many thought concert music would make a shift to incorporate more elements of jazz and topical popular music. It did to an extent, but then WWII happened and after that the Darmstadt serialists took over and ruined concert music for a generation. ...At least until Terry Riley and the minimalists came around in the 70's.

Blame Schoenberg.
