The matter at hand is that the vendors don't even offer the same volume based opportunities to other outlets as they do the power buyers.
All things being equal, a buyer should be able to buy a specific quantity at the same cost as others. If that buyer can't handle buying in those quantities, then so be it. But the offer should be there. However, like I previously stated, those opportunities don't exist in some cases.
