For me, it was Port Aransas. It was shortly after a freeze and fish kill, so the beach was loaded with fish carcasses.

No, the PHX area is huge. If you will be centered around central Scottsdale, Tempe, Paradise Valley, not a problem. But if you have to travel between east and west valley, it could get pricey due to distances traveled.
