If you use commodity futures, take a look at TT's Algo Design Lab. Very intuitive and a great GUI. I've been using since 2012.

My impression is city employees do the bare minimum possible no matter which city; hence the crappy conditions.

But, I can totally see this also being a master plan to sabotage opposing teams.
