Wind risk and adverse selection is the reason, including maximum sustained loss caps. Insurers have to purchase reinsurance, and they have caps on the max risk they can take in a particular state.

Flood insurance is FEMA, through NFIP. Has absolutely frick all to do with homeowners insurance.
