Mitch McConnell has been doing this for a long time. Always had just the right amount of votes yet always had different Republicans cross over. That way they always voted conservative 90% of the time.

I remember reading an article a few years back that people were going to their supervisors for a new, important title and never requested more money. I guess they wanted it to put on their resume or something.
