No, it just seems that way.
The sheriffs are are elected by Parish and charged with running the jail in that Parish.
Police Chiefs are in charge of their specific municipalities (cities).
In Orleans Parish, the city limits and parish limits are the same thing (I think).
In neighboring Jefferson Parish, for example, the JPSO runs the jail and is the main law enforcement agency.
Gretna is its own city in Jefferson Parish, so it has its own police chief.
Same for Kenner.
Metairie, on the other hand, is actually not a city, so JPSO patrols it.

With older vehicles, Buy the nicest one you can afford.

I had a Toshiba TV survive 11 years outdoors with no cover and no problems. It finally blew down in one of the hurricanes (Ida, I think).

If I remember correctly, didn't people pronounce it differently, by emphasizing the second syllable instead of the first?
It's been years but I remember he went by "HekTOR" ..(as opposed to the usual pronunciation of "HEKter").

It gives everyone a little bit of space, which helps when you have multiple families and or multiple generations of families staying together.
Different families and different generations have different needs.
The young couple with a baby, for example, probably wants to hang out with their cousins/siblings/extended family, but still needs a quiet place for the baby to nap.
The grandparents might want to go to bed while the 20 year olds are still partying.

If you wear polarized sunglasses, you will likely be able to see differences in the lower grade replacement glass. It's been a while, but I remember seeing rainbow patterns when I went with the cheap option on one of my wife's cars years back.
