No. It's swinging wildly, as you described. But it's not "hitting nothing". They have the Strait closed and have damaged infrastructure for their US aligned neighbors. Plus (allegedly) 125+ American soldiers hurt, and some hits on Tel Aviv. Their desperation swings are occasionally landing.
