When i graduated (1988), I had like 3.6 and was in top 10%.
I got a scholarship that was a combination of GPA and ACT and Class % so it was a big deal back in the day.

I work in payroll.
LOTS of cities have payroll income tax.
Now states are also implementing their own FMLA laws where the states pay the employee.
This is funded by a payroll deduction EE and ER as well.
