I thought about including south Louisiana, especially with its proximity to Houston. The only issue is that the blue blood defense contractors that will be heavily involved will lobby for their states to host, which means Virginia, California, Texas, Florida, and Maryland. I could see Norfolk being a contender, with their massive naval base and Wallops (I think) launch complex for rockets.

The president can create a commission. An academy can only be created by Congress due to the need for new funding.
For location, I would expect it to be as close to NASA facilities as possible. Houston or near Cape Canaveral/Orlando would be the most likely locations. Huntsville could be a dark horse, but I expect better access to launch sites than Alabama can provide. The other possibility would be Colorado Springs to allow for crossover with the Air Force Academy.

DeSantis, Rubio, and Vance will be the frontrunners. Vance brings the Rednecks, DeSantis brings Florida, but Rubio will bring enough Latinos to push the GOP over the top. I'm not a fan of any of them, but this would be my call.

Lafayette metro census area is about 500k. That is about half of BR's metro, and another 300k less than the N.O. metro. I doubt Lafayette will catch up. What it will see is population growth, job growth, reduced poverty, and improved infrastructure. (This is assuming a similar experience to the Brownsville metro.)
