His motivation is fear. He prefers that they stay as scared as possible for a long time prior to the kill. He could kill anyone of them whenever he wants since he's basically a god.

If you live in a state with Airrosti, go see them ASAP. Will hurt like hell but your ankle will feel great right after treatment.
