Partially true. College athletes may qualify as employees under federal wage law. Johnson v. NCAA (2004).

Revenue-sharing payments can be governed contracts. Those aren't necessarily NFL-style employment contracts, but they are agreements exchanging payments for rights. Colorado does this.
