China has people working 2x as hard as spoiled americans. When an entire country is busting their arse 12hrs a day, its not hard to believe they would would start to pull away from a country that has become complacent and values "work-life-balance".

Individual states "owning" the wildlife isn't a perfect system but it has generally worked very well for the last 100 years or so.
Our great grandfathers saw what was happening with no regulation and decided the best course was to give ownership of wildlife to their given state.
