Unless the author is mixing terminology (certainly possible), "Confidential Informants" is not the same as "agents."

Agents are law enforcement personnel.

Confidential Informants are civilians, usually less-than-scrupulous civilians with criminal histories, which histories are leveraged by "agents." In local law enforcement, for instance, a low-level drug dealer that's nabbed might be "turned" into a CI in hopes of catching folks higher up the chain, in return for reduced sentencing facing the CI, etc.
