I think the point is that the developing mind reacts differently to technological advances related to screen time than a fully formed human does in the long run. Screen time absolutely started changing in the 80s with the advent of cable tv, video games, handheld devices, etc. Those technologies laid the foundation for what we have today when microchips outpaced vacuum tubes.
