What we are seeing is a zoomed in camera view that she probably was not viewing. I feel like they were pretty far away, so much though that she couldn't really see what was happening. Hence her reaction.

I have never, NEVER, heard of someone getting that much from the VA. The most I believe can be collected is $4400 and thats 100%, married with the max amount of dependants.
