OP: I'm sorry, but your attitude (and lack of any perspective) is the exact reason we are in this problem. The idea you want a "robust" junior college instead of a functioning university system is problematic enough, much less the fact that you don't understand that you can't 'switch' a university to a junior college. This is similar to asking the Saints to "become" the Voodoo. The job qualifications for these two places are very different, as are the contracts. And if you are the type of person who says 'fine then, let the saints quality players go somewhere else so we can have cheaper voodoo players' then please see my first sentence.
