A & M and State have always been competitive rivals and comparable programs. This goes all the way back to the Jackie Sherrill days. Both programs having pretty much the same uniforms.

That is how it was explained to me... I have seen player like Jonathan Giles get rejected, but others like Case Keenum get the extra year granted. I doubt he stays for 2 seasons tho.
