i blame Jean-Baptiste Le Moyne de Bienville for allowing Louisiana to be turned into a penal colony. had louisiana not been a penal colony but rather an extension of the french empire, like the original 13 colonies were for england, Louisiana would be so historically riddled with corruption and crim...
