I am assuming the 60 hours is asked for since she was petitioning for getting paid her regular rate of pay, instead of the required 1.5x by law. If she was paid 1.5x for overtime, like required by law, then I would assume she wouldn't need to work the extra 20 hours, probably just 10 would suffice ...

You don't mind helping her out, yet you don't want to pay her overtime pay. Sounds like you don't want to really help her out.
Just let her work 10 overtime hours a week. If she is doing good then what is the problem?
Also you should arrange it so that the employees can work 4 days at 10...
