The govt has a website with all the job titles and pay scale for every state and perhaps even every county w/in the state. Looking through this public database, you can see who are the top dogs on the trade scale and how much money these guys can make per hour.
Elevator mechanics are the highest paid by far. From state to state this is just about the case, easily making $70+ an hour. Plumbers and pipefitters (pipe welder) can make $40+ an hour easily. Electricians are a bit below on avg on the pay scale, but can easily make $40+ in many different states. HVAC guys also make very good and can easily make $40+ an hour as well.
Hell in some states, even a damn laborer can make $40+ an hour.
Granted these are for gov't contractors so regular tradesman might not make that much per hour on avg. But the thing about govt contractor jobs are that everyone for that job title makes that same pay. You could have 3 years experience or 40, you still get paid the same.

I am assuming the 60 hours is asked for since she was petitioning for getting paid her regular rate of pay, instead of the required 1.5x by law. If she was paid 1.5x for overtime, like required by law, then I would assume she wouldn't need to work the extra 20 hours, probably just 10 would suffice then.

Just let her work 10 overtime hours a week. If she is doing good then what is the problem?
Also you should arrange it so that the employees can work 4 days at 10 hours a pop. Have it set up in such a way that 50% or so of the employees use their extra day off as the Monday, and the other half use the Friday off. This way you always have employees at the job M-F. You could even extend your hours open to the public to 10 hours a day now instead of 8 (if that is the case).
So then if people want to work overtime, it would be on the Monday or Friday and you will be there so you can monitor them to see how productive they are and if them working overtime is worth it. This is a win win situation for all involved. And if some employees don't want to work 4/10's, then they can work 5/8's.
This is smart business without giving them any added money. Happy employees are more productive employees.

People have been looking for excuses to eat desserts for their first meal ever since they were a kid. Why do you think a lot of our breakfast items are extremely sugar heavy? Pancakes with syrup, waffles with syrup, donuts, bagels with icings, cereal, etc. Adding a 'milkshake' in the mix isn't a big deal. It is hard to top adding a shite ton of sugar syrup to your breakfast items.
