We definitely spent too much money to be rebuilding
That being said I don't think it's crazy to say it might take till midway through the season for this team to really get rolling with all these new pieces

People can gripe about NIL and the portal all the want. But, Michigan beating Ohio State in one of the greatest rivalry upsets of all time and it meaning nothing within 2 months was when it really felt like CFB shifted from being a regular season sport and what it had been for its entire existence.
Heck, Ohio State played a Notre Dame team that lost to Northern Illinois, which would have pretty much DQed them from playing for any national title in CFB history before.

This is one of the classic CFB "oh wow this is a pretty underwhelming slate of games going on right now" that are somehow turning out to deliver some entertainment
