Yes, and this is demonstrated in the US with the Texas State Legislature. If they are doing that in Texas, they sure as hell would do it at the national level too.

I probably didn’t say my point the best way. The border is a massive security emergency, and no doubt terrorists have been using it. I recently moved to a new neighborhood. Today I came home from work and found that one of my neighbors cleaned the leaves off the street in front of my house and one strip of grass closest to the street. I’m very thankful but a little confused.
TLDR: I want to pay him back for the nice gesture, and with CNY coming up, wondering if anyone has any suggestions.
A few points of reference: My neighbor is a Chinese cancer research doctor and speaks very little English. We bond in broken English/Chinese while working in our yards. I live in a nice neighborhood, have no trees on my property, and I take great care of my yard. However, my neighborhood is full of trees and recent weather has the whole neighborhood covered in leaves. I can only believe he did this with the best of intentions and I want to pay him back. Anyone have any experience with this?

Ummm no one is going to start making, let’s say, New CV Axles in the US. You won’t tariff it into existence here due to a 25% 301 steel tariff. It will only hurt the consumer in the end. However the average consumer may only need to buy a new cv a couple times in a lifetime. So the one time cost on the consumer on most of these higher cost steel-aluminum items are a huge boost to the treasury while only directly impacting the everyday consumer slightly and gradually increasing the cost on all downstream goods using a given tariffed good.
Staying with the CV example, you may not buy one, but a deliver company with a fleet of trucks may ends up passing their increased maintenance cost to their customer which in turn pass it on to the end consumer.
If it’s going to help the everyday American, you need to cut other taxes imposed on US citizens/ ie income taxes/ in order to avoid the immediate and long term costs
