Just because you have no F4 appearances doesn't mean you can't be a basketball school. IMO Aub and Tenn are new money. UT is definetely a hoops school. SCar made a run a year ago but you can't really call them a hoops school. And uga made a run like 50 years ago but haven't made the tourney in the 21st century
