The obvious place to go with what was revealed is that there were once classified documents in those empty folders, trump or someone else took them out and did something with them, the FBI "raided" his house and found them. The folders are numbered so they will know soon what was supposed to be in them and what the history is. This is precisely why we have the system we have.

To say that he is just trolling people is a reach for sure.
