The law and order crowd will tell you it is for safety. Cops will be able to disable a car that is let's say in a high speed chase just by having someone on a computer hitting the enter button. Did you see the pic? I am fine with quarter round and agree with you to a point. You could also make a miter at the high point to make the bend. If your floor is that unlevel, then your base is not going to be level.

30 second has been my go to, but lets be honest, it just bleaches the stain. I like it on my fascia, garage doors, and fiberglass columns. Keeps me from pulling paint of with the pressure washer.

Sometimes the floor can be incredibly unlevel but a real carpenter would make the proper cuts in the baseboard to fix the issue. Takes a little time and effort but not difficult
