Didn't read if anyone else answered. Bake at 300 for 5 mins, even stale shells will immediately refresh and become melty crunchy. Haven't tossed old shells in years since baking them first. I just store old shells in airtight containers until I can use them.
g to add: bake brand new shells too, they're the most stale ones of them all!

The "We've done some things that are positive, and yet the negative plays are keeping us from having success" crap spewing from DA yesterday sounds exactly like something Haslett would have said 20 years ago.
I've been thinking for a long time the whole DA thing eerily parallels Haslett's tenure. The smug demeanor while being so inept while gaslighting to the media/public. But that quote right there is right out of 2002-2004.
