The Shaara trilogy (Gods and Generals, The Killer Angels & The Last Full Measure) is historical fiction but could provide a good foundation for further exploration of the Civil War.

If someone was planning a Vegas like attack, the shotgun seems like a useless weapon to bring to a high rise attack site.

Retired Army guy but guessing the USMC is handled the same. If the reason is that he's not issued one then it'd be pointless. If his slot doesn't designate him for a handgun, it'd be pretty obvious to everyone when he's carrying it that it's not issued. In an (Army) engineer unit, they are usually reserved for senior rank and medical personnel.
Besides, as someone said here earlier, handguns are pretty pointless compared to the M4 outside of convenience in the chowhall or going to the shitter. And easier to clean.
