It’s definitely worded poorly, but if you look at the actual bill text it shows the $400 is for new vehicle registration (and links to that subsection) where it states it’s for 2 years. They don’t have to pay again until they renew 2 years later in which it just behaves as the annual $200 fee. It...

While I do think the tax is a bit much, the $400 is for registering a new EV in Texas. New vehicle registrations in TX last for 2 years, so really it's just the same $200 / yr fee as the subsequent annual renewals....

I drink water and diet sodas. I like the occasional sweet taste even if it is fake, but I do keep up with regular water consumption as well. Cokes now are fricking expensive lol. Seems like they've doubled in price post-COVID inflation. I'm happy when they go on sale for $4 a 12-pack....
