I’d take Alberta (population 4,368,370), Saskatchewan (population 1,231,043), and Manitoba (population 1,484,135) as states.

Old battleships are too expensive to de-mothball, crew, and operate.
However, a heavily armored and armed battle cruiser style single triple 16” or larger turreted modern propulsion ship would be worthwhile.
A seaworthy monitor, with lower crew demands would accomplish your goal.

I actually advocate for the parents or guardians to be given complete school choice for their children. They should be in charge of the public money assigned to educate their children. They can choose a charter school, their district public school, a private school, a religious school, or home schooling.
